Yes, a fee must be paid to the Local Authority. The levels of fees payable relate to the kind of work involved and are laid down by Parliament in the Building (Prescribed Fees) Regulations 1994.

If you use an Approved Inspector, then the fee should be agreed between you and the inspectorand shall also subject to VAT.
